Sam is a Senior Advisor to Halpin. Previously Parliamentary Private Secretary to Prime Minister David Cameron, Sam was the Minister for Higher Education, Research, Technology and Innovation before resigning in November 2018. He represented his East Surrey constituency from 2010-2019, during which time his experience spanned four separate government departments, including Education. Prior to his parliamentary career, Sam worked as an entrepreneur and for Goldman Sachs as an investment banker.
